Inspiron 1300 cannot connect to internet through wireless

Can someone please help me out?  I just purchased an Inspiron 1300 with a Wireless 1370 WLAN Mini-PCI Card, but I cannot get it to connect to the internet through wireless or wired connections.  I have a Belkin Wireless G Router and my laptop says that it is connected to the router and that the signal strength is excellent.  Some of the things I have checked so far:
 
- I have installed the router properly (I have spent many hours going through repetitive steps with Belkin technicians).
- My internet connection is also setup properly, since my desktop runs fine with no problems (as well, I have also spent many hours with my ISP going through repetitive steps with their technicians).
 -- My ISP told me I have a problem with my laptop, after I told him it was brand new???
- On the laptop, in Wireless Network Connection Status, under Activity, it shows that it has sent packets and received them. 
- On the laptop, in Command Prompt (cmd) I can successfully ping www.google.com & www.yahoo.com, yet I cannot connect to either through Internet Explorer (IE).
- Since the IE page comes up "The page cannot be displayed" and at the bottom it says "Cannot find server or DNS Error, I was advised to run winsock2fix.exe, but to no avail.
- It has never been connected to the internet previously, but I was advised to delete the Cookies, Temp Files, as well as the History.
- I was also advised to restore every default setting imaginable.
- As well, I have spent countless hours Google-ling (Is that a word?) every way of phrasing my problem, but to no avail.
- I feel like I am finally up against the ropes with my last option being to perform a System Restore, but I keep thinking that is pointless, if I have never done anything with the laptop and I do not really know what the problem is.  I would hate to go through all of that trouble and still not solve the problem.
- I think the problem might be narrowing down to a setting relating to IE, but I have no idea where to start troubleshooting.
 
Any help, suggestions, or even comments would be appreciated.  Just try not to laugh at my problem too hard.  Thanks.

To help troubleshoot this problem, go to Start > Run and type cmd then click OK. In the command prompt window that opens, type ipconfig /all then hit the enter key. Write down the output from this command or select it and save it to a txt file, then copy this output into a reply to this message.  Make sure you run this on the computer that is having the problem.

You mentioned the laptop has never been connected to the internet before.  Have you loaded you internet provider's software onto your laptop?

Thank you all for trying to help me out, but I found out what the problem was.  I has installed Symantec Clent Security 3.1 and it was not allowing the IE to connect to any sites.  Strange, huh?  So if anyone else has a problem similar to mine, then make sure that your first checklist item is to look at your firewall settings.  After uninstalling the software everything worked just fine.  And not only did it fix that problem, it also speed up my system tremendously.  It went from taking 6 min to restart, down to 1min & 45 sec. Thanks again.
