Power cycling - turn off, then turn back on.

If not back and forth, what are you doing?

It means that your network card is not detecting a connection to anything.  Is your ethernet cable plugged in?  Have you checked to see whether or not you have a faulty cable?

Are you switching the cable back and forth between the desktop and the laptop while the cable is connected at the other end to the router?  If so, have you tried power cycling the router after you make the switch?

To help troubleshoot this problem, go to Start > Run and type cmd then click OK. In the command prompt window that opens, type ipconfig /all then hit the enter key. Write down the output from this command or select it and save it to a txt file, then copy this output into a reply to this message.

Are you connecting to a router or directly to a cable or dsl modem?  If to a router, why not just get yourself another cable, plug it into a different LAN port so you won't have to switch back and forth?

If that black box is a cable modem, then it has to be reset every time you change the connection.  Cable modems remember the physical address of the last device connected and will not under any circumstances connect to another device until the cable modem is reset.   To reset the cable modem, turn everything off.  Wait 5 minutes.  Turn on the modem first and wait another 5 minutes, then turn on the device that is connected directly to the modem.

Volcano is right, depending on the model modem you have.

If you have CDV and an Arris Telephony modem you'll have to reset in the back using the reset button. Hold it down for a second or two.
