inspiron5150 internet connection slow

i am having a problem with my computer. i have an inspiron 5150 notebook. my problem is wheni try to download things my connection starts fast then gets very slow. i have a cable modem but when i do the speed check program it says that i am not on a cable modem connection. also when i try to go to different web pages it takes very long to load. i already talked to my internet service provider and they said that it is not their problem is it my computer. they also said that it is something with the internet part on my computer. please help me.

Are you running antivirus software with up to date virus definitions?  Have you checked your system for spyware and removed all that is found?

i did run my spyware and virus software. i do not have any spyware or viruses on my computer.

I hope you are aware that there in no single antispyware program that can get rid of all possible spyware. 

The next thing to try is to go to http://www.dslreports.com/tools and run the Tweak Test.   Follow the instructions which may include downloading the small DrTCP applet to change a registry setting to optimize performance of the network.

Try booting to Safe Mode with network support.  Does the behavior also occur in Safe Mode?

i tried to run the twick test and it didn't work. when it was trying to download it said failed to download. read timed out. now what can i do?

my computer is not letting me boot to safe mode.

Please provide more information.  Is it not allowing you to boot into Safe Mode because you are not tapping the F8 key in time?  because it doesn't recognize the keyboard before Windows loads? Or, are you getting some kind of error.  Remember, since I cannot see your computer from this end of the internet, you have to provide the best description that you can of the problem.  Saying that it doesn't work, is not too helpful.
