Intel 537EP V9x DF PCI Modem suddenly "not functional"

Dial up modem was working. Now it doesn't dial. Checking in Device Manager/modems
it 'sees' the modem but reports "not Functional."
I tried removing it, cleaning the contacts, blowing the dust out of the phone line plug,
having it try to auto recognize, having it search. now it reports both this not functional
modem and a generic "56000 modem" that is "working properly" but neither work.
 
Now I also noted in System info that IRQ3 is listed to have the model, as well
as Broadcom 440 10/100 Internet Controller, Intel 82801 DB/DBM SM Bus Controller
and SoundMaxIntegrated Digital Audio. Seems like a lot on one IRQ.
 
Ideas?

Windows by design is suppose to share IRQs.  On the system I am presently using I have 5 devices sharing IRQ 3 without any problems.  If you still feel the sharing of IRQs is the problem then try switching the modem to another PCI slot.  Sometimes the switching of the slot will cause Windows to assign another IRQ to it. 
 
I'm not quite sure if you tried removing the modem completely from the system and then booting up Windows in order for it to detect it's absence.  Double check in Windows Device Manager to be sure.  Then re-install the modem card back in the slot and reboot the system to see if Windows properly identifies it.  This might also be a good time to try another PCI slot.   If this procedure still does not get the modem working than I would suspect the modem is defective.  Modem cards are susceptible electrical damage from the weather and other sources.

This is why we have such forums, to help one person who's stuck,
to remind him of very common sense things. (A great well..duh...moment)
 
I had removed the modem but had not tried things you suggest like:
 
-reboot the PC without the modem to see if it notices the absence
-try another slot.
 
(Maybe - I - need the reboot - LOL)
 
I will also pull a couple of modems out of other sitting-around PCs
just in case this one really is fried. This is for a friend who's a casual
user-so casual that DSL or broadband would be too expensive to justify
so I'm stuck in 2006 still trying to diagnose modem problems and admit
I'm a little rusty.
 
(and now remembering the day 10 years ago where they told me "you're
doing a lot of work with large files so we will let you be the first person who
upgrades from the 2400 to the 9600 modem")
