ip address conflict! HELP!!!!

i just had to restore my harddrive back to the day i opened it up....what i have dimension 8400...belkin router, dells usb network card and an ethernet port...i just got a wide format printer that connects thru ethernet connection...it worked fine before this restore.
so after i do the restore thing it automatically connected to my router and i had an internet connection...cool...so then i plugged my ethernet cable in the back and into my printer which was turned on...i need to have an ip address of 192.168.0.110 in order to install the rip and software...when i let it do its thing, it gets some other ip address and then says it has low connectivity...so then i tried manually entering the ip address..when i pressed enter it said...the static ip address that was just configured is already in use on the network..please reconfigure??? i have to have that address in order to load my software....i've tried reformatting twice, reinstalling the 2 network drivers...broadcom netxtreme 57xx and dell wireless 1450 dual band (802.11a/b/g)usb. installing the ethernet cable first...no go...same message. i understand that the two network adapters need different ip addresses and it says the one i need is in use...so why doesn't it find it when i plug in the cat5 cable(and yes its new). i know your not suppose to use 192.168.0.1..but this is 192.168.0.110. i have been up for three freakin days, i smell, i'm in tears and i haven't gotten any work done!!!!
i've tried pinging the ip address and it comes back reply from 68.232.16.129: destination net ..request timed out.  unreachable packets sent 4, received 2 lost 50% lost. i've tried ipcong /release and renew....what am i missing here????? please help!

Are you using service pack 2?  If you are, try manually setting your IP to the one you need. 

Go to Control Panel > Network and internet connections > Network connections.

Right click on your network connection and go to properties.

Click on Internet Protocol (TCP/IP) then click on properties.

Click the Address tab.

Select "Specify an IP address"

Enter your IP address in the field.

Click Apply then OK, and restart the system.
