"Limited or No Connectivity"

I have an Inspiron 8100 and an AT&T Wireless G PCMCIA card.
 
For a couple of monhts now, I've been getting a "Limited or No Connectivity" message. 
 
I found an article about this (at this link).
 
I did what the article said to do yesterday.  But today I had this problem 3-4 times.
 
Can someone offer any assistance?
 
Here's the instructions the article provided.


To rebuild the winsock layer in Windows XP, perform the following steps:

  1. Click the Start button, and then click Run.
    The Run window appears.
  2. Type cmd in the Run window, and then press the key or click OK.
    The command DOS box appears.
  3. At the prompt, type netsh winsock reset, and then press the key.
    The message Successfully reset the Winsock Catalog appears.
  4. Close the command window and reboot the system.

The internet connectivity will function normally again.
