Long boot up times with laptop

DSL 2 wire with SBC, wireless card, works great. Network works. Connect to internet works. HOWEVER I have a long wait (10 minutes sometimes) for system to respond to inputs when boot up occurs. Time is over the 2-3 minutes that the Dell Document #FA1072087 mentions, setting up a dummy internet connection. Also following the before mentioned document instructions I failed to make changes in my long wait to bootup. Instructions seemed unclear. My system tried to Dial a server not seeing my wireless network.
 
So what is the proper solution to this issue?

First right-click the Internet Explorer icon on the desktop and choose Properties.  Then the Connections tab, then the Never dial a connection bullet.  Power on again after that and see how long it takes, and if still long, repost with more specifics.
