Modem Not Functional

Question

System Information:   Dell Optiplex  GX240, 4CPU 51 2.00 Ghz, 512K Ram   Problem: Last night I installed a new Best Data Model HP56 internal modem.   I went thru the install several times and even moved the card to different PCI slots, but I am still having the following problem.   On the control panel, I go to Phone and Modem, select modem and the following shows.   56HP92-SL Not functional.   When I installed the card and booted up, the new hardware was found.  I used the Best Data installation disk to install the driver and I rebooted.  Did this many times.  Also, let the install Wizard install the modem card and still have the problem.   Can someone help.   Thanks..

Have you considered that the new modem is defective?  That would be my best guess based on your comments.
