If you don't need the speed of a gigabit network card, then any PCI 10/100 ethernet card will work. You can find them from manufacturer's like Linksys, D-Link, NetGear, and Belkin for usually less than $20.
Have you tried reinstalling the drivers for the Broadcom card - they can be downloaded from the Dell Support site. Are your chipset drivers installed?

You just say that you tried everything, but I don't know what everything is, so it's difficult to be helpful. Do the link lights on the ethernet port of the computer and the dsl modem light up when both devices are powered on? Have you tried running the diagnostics on the Broadcom card (they can also be downloaded from the Dell Support site if you can't find them on your computer)? If your dsl isp requires PPPoE, is it enabled through Windows or are you using ISP provided software? Are the TCP/IP properties associated with the Broadcom card set to obtain an IP address automatically? If so, what happens when you open a command Window and type ipconfig /all? Are you getting an IP address in the expected range? Has this network card ever worked in your computer?
