My WiFi does not seem to work

Have been very happy with my m700 notebook until I moved into our new city CBD office.
 
I am surrounded by WiFi hotstops but the little m700 (centrino m735 chip) just does NOT pick anything up.  In fact it has never detected any wireless network !!!!!!!  In the past this was not any issue - but it is now.
 
I have tried all the setting and connection options - but to no avail.  Other people in the office have no such problems.  All have recent Dells
 
I am not sure where the problem is - but I am stumped
 
Any suggestions

Is the wireless network adapter turned on?  The Fn F2 key combination toggles it on and off.

Getting Closer
 
The problem would appear to be that the DELL hardware switch has turned off the wireless Radio.
 
And YES pressing Fn F2 should actiavte this.  Pressing Fn F2 does inform me that the wireless is now turned off HOWEVER pressing it again does not toggle it back on

Check to make sure that the wirless connection is not disabled.  To do this go to Start > Control Panel > Network and Internet Connection > Network Connections then right click your wireless connection and select Enable.

Having read many times Fn F2, I decided to give it a try a couple of days ago. My experience when I did that (turned OFF) was that no matter what I did it did not turn on again -- until I did a complete shutdown and waited 30 seconds.
The next time I powered up the system, voila!
No Events found!
