network is not accessible

Hello,
Can anyone help me, I have a laptop and a desktop and a router,  both can use the internet. the desktop can see the laptop.and use its file, but the laptop cant see the desktop. here's the funny thing i can ping the desktop. When I try to access  the desktop I get this message, network is not accessible you might not have permmisson. The desktop is xp pro and the laptop is running xp media center.

99.99% of the time this kind of problem is caused by improperly configured firewalls running on the computer that cannot be accessed.  On any computer running Windows XP with SP1, disable the Windows XP firewall. It will not allow File and Printer Sharing. On computers running Windows XP with SP2, make sure that the Windows XP firewall has File and Printer Sharing checked off on the Exceptions tab. If you are running any third party firewalls, like those provided by such programs as Zone Alarm, Norton Internet Security, or McAfee Security Suite, make sure they are configured to allow local network traffic.

The firewall am using is in windows an I have it turn off.

Are you absolutely, 100%, positively, without any doubt whatsover that there are no other firewall programs running on the computer?  Most new Dell computers ship with a secuity package that includes a firewall.

I have to agree with Steve he's pretty tech savvy with systems based upon what I have viewed on the message boards. Normally you don't get a message that's it's not accessible unless there's a firewall. What antivirus are you using? Firewalls need to be disabled through there as well? Also what ISP did you download a firewall security program all these things need to be disabled to see each other on the network, thanks.

Steve,

Well now that you ask , Am not 100% sure . I checked in add /remove programs, task manager and system config, I do have running some spyware programs and AVG Anti virus. How can I be sure 100% that Am not running a firewall. Could it be in the router or should I turn off the spyware programs too.

Antivirus programs and antispyware programs are not firewalls and should not be blocking local network access.  Most Dell computers come with some kind of security package (it seems to change every few months).  McAfee Security Center is the most common one, Norton Internet Security is another one, and I beleive there is another one).  You don't say which model computers, when they were purchased, or whether or not you have installed something like Zone Alarm, so it is hard to know what might be running on your computer.

I un-installed mcafee two months a go. an I have checked and doubled check I have no firewall of any kind running.

One thing you can try is looking at the nic properties for each card..you can do this by right clicking my computer and then left clicking on manage..then at the computer management screen left click device manager..on the right left double click network adapters...Dell normally ships broadcom now for their network adapter or Intel 10/100...left double click on the network card...you may want to do this at the same time on both systems....see what the desktop is set on...Once you get the network properties up click the advance tab and then select speed and duplex...by default it is set to auto...if it set on something different change them noth to auto...or change it to the same thing the desktop is on...let me know the outcome..if this doesn't work I only have one other thing especially if you have already disabled all your firewalls

This is driving me crazy!! Thanks but that did work , everything is the same. Why can I Ping both computers by ip address and by name, but I cant open them up in network places.

 I noticed you said you turned off the windows firewall. Was this just under the general tab? If so, go back to windows firewall and click the advanced tab to see if the firewall is turned on through your wireless connection, etc. you will need to uncheck those settings too. Let me know your outcome, thanks.
 
Also, look at the exceptions tab as well to see if file and printer sharing is unchecked.
