Netwrk Places won't open

I am running a brand new (1 week old) Dell Inspiron E 1505 with Windows XP.  When I click on the Network Places icon, nothing happens.  Network Places does not open.  When I first got the PC it was working OK, but suddenly yesterday it stopped working.  I have called Dell and no one seems to have any idea what the problem might be.
 
How can I restore the functionality of Network Places?

Try using System Restore to restore your computer to a configuration that was present prior to when the problem started.

Hi,

Try Start - Run - Type services.msc.
Look for Network connection - Right click Start.
Restart the comp and check.

Ok, Lets do the same steps.

Start - Run - Type Services.msc
Find network connection - Now double Click - This opens the network connection service window.
Make sure Start-up type - AUTOMATIC
Service Status - STARTED

Now, let's see even after restarting the system if you cna open network connectios or not.

I posted the original question.  Since that time I have discovered that if I restart the laptop, I can open Network Connections ONE time.  As soon as I close it and try to re-open it, it will not open.  Any further ideas on how to correct this problem?

Status is now "connected" and startup type is "automatic".  But Network Connections still will open only once after a reboot, then won't open again.  Under Services, what about Network DDE and Network DDE DSDM -- both of these are shown as disabled.  Should either or both be enabled?
