Older Dell, reinstalled driver ethernet still not working

I got a new HD for my Dell desktop for my grand parents.  It is running Windows ME.

I only have the reinstall OS disk with me.

 

I downloaded some 68 drivers from tech support.

Opened up my computer and found out that the ethernet card is a Davicom DM9102AF

Downloaded and installed the driver for that card/OS direct from the manufacturer

 

Device manager still says that the PCI Input Controller and the soundcard drivers not installed

 

I start Internet Explorer and it says detecting Proxy settings for about 30 secs before saying page cannot be displayed.  Both green lights on the back of my dell are on.

 

the ethernet cable and the modem router work fine on my laptop.

 

I'm not sure what I should do next.  I'm forced to burn CDs for the drivers from my lap top before putting them on the desktop.
