I would suspect that you are not connecting to the internet at all.  The image you see of your home page may very will be a cached version stored locally on your system.  To verify this, when your home page is visible, press F5 on your keyboard to refresh the page.  I suspect that you will be confronted with the dreaded "Page cannot be displayed" message. 

In order to help diagnose this issue, several questions should be considered:

1.  When did this problem start? 
2.  Have you installed any new programs, firewalls, security programs or any new hardware on your system?
3.  What steps have you already tried in your efforts to resolve this problem?

Some diagnostic questions --

What is the IP address of your computer?  To find out, click Start->Run and type in CMD.  Click OK.  When the black window appears, type in ipconfig /all and press Enter.  Reply here with all of the info which is returned.

If the particular site is a secure site such as your bank, your stock broker, a corporate VPN, or something similar, you should check your system for viruses and spyware.  Update your anti virus program and scan your system.  If you do not have any anti spyware software on your system, you can download AdAware and Spybot Search&Destroy from www.download.com.  They are free and are very effective at cleaning unwanted adware, spyware and other "malware" from your system.

Many websites today are shielded behind a secure server and firewall.  If you attempt to connect to a secured site, the firewall and security precautions will prevent access if your system is infected with viruses and/or spyware.  It is one way that many websites are designed to protect themselves.  Colleges, uinversities, government sites, and many others are configured this way.   

Can you get to this particular site from a different computer?

not to hijack the thread, but I seem to be having a *similar problem.
Every site that i try to connect to, I can get there fine, except for one.

When i try to access this site, i get the 'server not found' page. Every other site works fine, and i haven't been IP banned from this certain site.

It's not a secure site. It is a vbulletin forum site. I have never had trouble with it, and used it everyday. Then the other day it just started saying "server not found".
I've run my spybot and adaware programs and it didn't help any. My antivirus hasn't caught anything either, and i just reformatted my computer about 3 weeks ago so I shouldn't have any viruses.
I know that the site is up because I've talked to the owner of the site and a couple of other people who regularly use it, and they say it is fine.

ive tried to access the site with the firewall turned off and still no luck. I'll try system restore now.
and how do i ping the site?

The problem was first  noticed about a month ago.
Could this issue be caused by the system not being protected by Norton Antivirus anymore?
Also i am running Microsoft Antispyware daily on the system.

Have you added firewall software to your computer? 
Have you updated the firewall on your computer? 
Can you ping the site -- either by IP address or by URL?
Have you tried a system restore to the day that you last tried to access this site?

You can ping the site as follows: Click Start->Run and enter CMD.  Click OK.  When the black window appears, type in ping www.thatsite.com   (replace with the correct web address).

It is interesting that you pinged the 70. ... IP address and got responses from a 192. ... IP address.  What IP address responds if you ping www.dell.com?

system restore didn't work, and i can't ping the site.

"ping request could not find host www.srtsyndicate.com. Please check the name and try again."

yes, it pinged the site when i typed in the IP address.

Try to ping it by IP address.  The IP address of that site is 70.84.108.196.  Open the CMD window and type in ping 70.84.108.196.  Can you ping it this way?

Try using a dedicated DNS server instead of using your router as a DNS server.  You can sneak in and use one of the RR DNS servers or even one from a different ISP.  Try putting these IP addresses in to use as your DNS servers :

68.52.0.6
68.52.0.5

These are some Comcast DNS servers.
