PC hangs immediately when I try to dial my ISP

I have a new Dimension 3000, I set it up, installed a camera, printer (Lexmark X2250) and ms office, all from original cd's and copied over some files, pictures, word, excel etc from my old PC.
This started out as an intermittant problem and became consistent with time ( a few days). When I click the internet explorer, a pop up window asks me to connect ( the one with the number and login details), I click OK and the computer hangs, the only way to reset it is to plug it out of the mains!.
Called dell for assistance and reluctantly reset the machine to factory defaults, which meant loading everything up again, checked it after each stage to ensure it wouldn't hang, it didn't, When I finally got everything installed, used the machine for a day or so and its back again!!.
When I use modem helper it seems to indicate another device is using the modem, but I cant find what. I have setup the fax s/w that comes with windows and the printer is an all in one, print, scan and copy, the s/w also comes with a fax option. Interestingly the Prn was the last thing I installed.
2 questions:-
1. Has anyone experienced this problem with a Dell machine
2. Has anyone experienced problems with Lexmark X2250 prn

You can disable the Fax application in order to use the modem to connect to ISP.  I think the Fax app is always holding the Comm Port and does not want to release it.
