Studio XPS 1645 with Intel 6250 Wireless Card
I am posting this because I couldn't find a solution here when I was having this problem... and the action I took seems to have solved my problem.
I have a Studio XPS 1645 with an Intel 6250 Wireless-N w/WiMAX (2x2) Mini Card running 64 bit Windows 7 Professional. I was having issues with the wireless card "shutting off." I followed some of the other steps that can be found among the sticky posts in this forum, however I was still having the problem. I would frequently lose my connection, have to disable and then enable the wireless card and then reconnect.
Ultimately, I downloaded the driver for the wireless card from the Intel directly at http://downloadcenter.intel.com/Detail_Desc.aspx?agr=Y&DwnldID=18212&ProdId=3062〈=eng (ICS_Ds64.exe).
I no longer lose my connection, however, it does seem to take a little longer to make the initial connection when starting up from a shutdown or sleep/hibernate. I'll take a delay over unpredictable disconnections any day. Although, it would be nice if a $2000.00 laptop didn't have this issue to begin with.

I have this card too, I use windows to upgrade and Dell, your link is expired; but have not ran an Intel scan on this in awhile on Intels support page.
I am seeking an upgrade to get speed, for Intel 6250 Wireless-N w/WiMAX (2x2) Mini Card
However have yet to find the solution, I spoke to Dell technical support about the 1645, they said they had no idea for the upgrade I will have to try again. In addition the batteries out of production I found one on ebay new, others can be shipped from China, I here there is such a place that you can anything you want but have never been there, so I cant find a UPGRADE For Intel 6250 Wireless-N w/WiMAX (2x2) Mini Card

You can just clean-install and use the Microsoft 64bit drivers from Windows-10.
Poor performance is likely your antennas (notice they are inside metal case). Also, those antennas are only tuned to work optimally with similarly old-tech cards .
I recommend to you and others ... get a simple PCIe Addin-card that holds a mini-PCIe WiFi/BT module . Notice the adapter-card even has some nice pre-installed external antennas, coming-out the back.
