TCP/IP address can not be changed

Reloaded my Dell 2300.  Added a NIC (it was modem based before).  Nic comes up fine (I tried more than one) but no matter what I do the OS assigns IP address 169.254.34.174 to the network connection.  It will not release.  It will not renew.
 
I've tried netsh rebuild of the stack and socket registry rebuild.  I've also reloaded the pc twice.
 
After running the netsh routine I do manage to get the network address back to 0.0.0.0 for about 30 seconds but then it reassigns itself the IP 169.254.34.174.
 
Ideas?

Turned out to be a hardware problem after all.  PC was plugged into a switch that apparently had a bad port.
No Events found!
