TM1300 - Doesn't work in Netherlands

I have a Inspiron 600M with a TrueMobile 1300 and though it worked fine with my TrueMobile 2300 (i think that's what it was) router back in the U.S. and also on a couple wireless networks, I haven't been able to get it to work now that I'm in the Netherlands. I've tried several WLANs. On one network with a very strong signal, I get an IP address after a couple minutes and even then the access is unbearably slow. That connection isn't really useful at all -- Hotmail wouldn't even load; pings to www.yahoo.com come back with a 50% loss and an average 90ms.

On another network with a weaker signal (though not that weak... ~-60 db), I don't get an IP at all. I see the AP in the TrueMobile utlity (hence I know the signal strength), but I just can't connect. The notificiation that "One or more wireless networks are available" keeps popping up as well... but, nothing happens.

I've set my settings to allow unsecure networks, set everything to autoconfig through DHCP, disabled my wired lan, modem... but to no avail. A friend's Toshiba gets online without a problem (with identical settings -- except that he's running WinXP Pro, while I'm on WinXP Home), so does an iBook with OS X (both from the US).

Does anyone have a solution ... or know what the problem could be? Thanks!
