Upload Speed of 1 kbps

I checked it via Speakeasy.net.
 
Bellsouth is my DSL Light ISP - They claim it provides:
768 Download
128 Upload
 
I am actually getting:
783 Download
01 Upload
 
Any suggestions on where to get started?

The first place to start is your ISP.  Have them check the line and DSL modem.
 
Also, try another speed test site, such as This Site

Why of earth do you need 1kbps  "upload speed"?  What could you possible be doing that would require that?
