On the B130 the wireless card is sold as an options. So the first thing you will want to do is verify that is part of your order.
If you do have the wireless card included and the fn f2 key is not turning it on, you will want to boot to the bios by pressing the f2 key when you see the dell splash screen when you first turn on the computer.
Next, when you have entered the bios you will want to scrole down to the wireless option and press enter.
You will have 2 options, Wireless controle and wireless devicess.
Male sure that the wireless controle is set to fn + f2.
Then make sure that wireless devices is set to on.
Press Esc to exit and select save and exit to reboot the computer.
If this does not work you will have to try and truble shoot the wireless card itself..
If this is the case try remooving the wiress card and reinsert it. It may just have a bad connection.
Before remooving the card itself make sure that all power sources have been remooved from the computer.
If this still does not work try updating the driver for the card itsef.
If this still does not resolve the issue. I would contact dell, The wireless card itself may be defective.

Hope this helps.
