Windows won't start up

I ran my anti-virus program last night and removed any threats that were found.  Now when I start up my laptop, I get an error message that says: \system32\hal.dll  I apparently have to reinstall this file in order for my computer to work?  I tried running my laptop in safe mode to try and resolve this problem, but I'm unable to do that as well.  Any ideas???
