when i start my pc after that stuck on 123 error lights on and do not forward stuck on it and give beep sound

What exact model Optiplex do you have? Error codes aren't the same across all PC's. What color light is the power button and is it solid or flashing? Does it just beep once when you turn on the power?

Common 123 error lights indicates bad coin cell battery. Replace the CMOS coin cell with a fresh new CR2032 battery.
