3040 SFF, USB ports issue
My Problem:
Updates from previous post:
All the ports work well in SAFE MODE. All the ports work well in BIOS.
I tried everything i could find online. Did a clean install it worked fine for a few days.
If i try to uninstall the roothub.. I lose access to the PC and will have to hard restart it.
But the ports on the behind with the powerbutton symbol work all the **bleep** time.
I think it's a issue of power delivery. I don't have that power surge message anymore.
The wire in the post on the other forum glows.. But to the bare minimum.
Ready to do everything from the beginning again.. But, I just cant keep clean installing windows every few days.
No Events found!

Sounds like a motherboard issue.
You have a wire that glows? Could you please restate which wire as your other thread is a long one.

My bad. Forget everything.
Did another clean install of Windows 10 by the 2.0 USB ports working in the back with a "power button" symbol.
Now, None of the 6 other ports don't even seem to shell out power (not even in BIOS, SAFE MODE, even while booting). The keyboard or mouse when connected to the other ports don't blink.. don't light up.. even for a fraction of a sec.
I updated drivers manually and rebooted once per driver install.
When i try to troubleshoot > Hardware and sound > Configure a device.. It always prints out:
"Restart your PC to finish installing drivers and updates." (Apply or Skip the fix)
No matter how many restarts I do.. Troubleshoot again.. Same response.

I was unnable to find this:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\USB
was able to go till services folder.. There.. there was no folder named "USB"

Out of curiosity.. I plugged in a male to male USB from the Wall Charger to the front panel.. Guess what?..
Everything seems to be fine as long as i keep "charging the USB slot".
I'm glad everything seems to be fine.. But, If you guys can you help me diagnose what went wrong.. I'll me even more glad to work the same.

Good troubleshooting - bad motherboard. I still think it's a bad motherboard. If it's a USB subsystem failure, it's likely motherboard related.
Your troubleshooting with a USB charger indicates your internal connections are fine.

My USB charger has an output of 5v and 0.85 amps. At least the 5v should be consistent among USB chargers. I'm sure you know USB slots on computers are 5v.
I don't think you'll fry your computer, but the charger can die if it becomes overloaded. Good USB chargers have failsafes. Some cheapy fake ones on the internet don't and can fry a phone. It was on the news. I wouldn't buy a charger or powered USB from Dollar Tree.
I can't recommend the hack, nor guarantee it to last, but it seems to be working for you.
Whether you bought your pc new, refurb, or used, I take it that it's not under any type of warranty. EBay regulalrly has good deals on motherboards if you wanted to go that route. I'd lean toward refurb vs. dusty used. Look for something for a warranty or return policy.
