Your OptiPlex 7020 SFF does not support boot from PCIe slot. SSD installed on PCIe adapter can be seen as storage only.
As for password question, there is a jumper on motherboard that can clear system password. However, operating system must be reinstalled.
There are modified BIOS flash method and CLOVER method that can make the system to boot from PCIe slot but some users do not want to take a risk for a few seconds of Windows boot faster.
