Meyounhi,
The minimum PSU to the run this card should be 300w.
Minimum recommended PSU is 300w: http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-1050-ti/specifications

1050 TI uses too much power.
Single Slot LOW PROFILE 40W cards that have both brackets work fine.
I suggest a specifc GT1030 card instead.
( GIGABYTE GeForce GT 1030 GV-N1030D5-2GL )

There are also TONS OF FAKE Cards out there that do not work because they are re flashed lies.

I understand what you are try to do, but do yourself a favor ... and instead buy a model in a Tower-Case. It should have a larger Power-Supply (hopefully, closer to 400-500watts) and more room to keep a nice GPU cool.
Notice they don't sell the Alienware x51 any more. It was always Power and Cooling challenged.

790 Tower doesn't have 300W power supply.

So can I buy GIGABYTE GeForce GT 1030 GV-N1030D5-2GL Low Profile 2G or not ?
Gigabyte asks for 300W and Optiplex 790 only gives 265W.
What card do you recommend ?

If you upgrade the PSU, AND REMOVE the HDD cage you can run any gpu you want. I ran an Asus Turbo gtx 1070 on a 790 MT with upgraded PSU.
