a new PSU for optiplex 390

so my proplem was about the rx 460 gpu that has proplems with ONLY games . it appears that when i play for a littel bit or 3-2 hours the screen freezes for 5 seconds maybe more and then a black screen or even reboot is needed . when its balck screen it crashes the game and it send me to desktop with amd driver timeout error . i thought it could be because of low power ( my psu is 265 w) and i also had taken a photo of a psu that one of my friends has .

my main questions:

1. is that psu in the picture good ?

2. is my proplem with the black screen and crashes are from the low power?

another info that i also could see some artifacting of the screen rarley when playing game (SCP SL) 
i dont know if my gpu is dying or not

The OptiPlex 390 MT (tower) uses standard ATX power supply.  You can test with another power supply if you have access to one.  However, the motherboard regulates and provides 75w to the PCIe x16 graphics slot.  So, regardless of how much more wattages the power supply has, the PCIe slot can not provide more than 75w.

As mentioned in another thread, low power or not enough power will resulting in performance drop, not crash.  AMD driver timeout is an indication of driver issue, not power issue.

If the issue can not resolved after testing with another power supply, you can try to update drivers.

You can try driver from Windows updates.

You can try driver from AMD.

And you can try driver from Dell (Alienware drivers)

In addition to chino’s answer, the psu of your friend appears to be a no name 1200w psu.  It is not recommended.  https://cultists.network/140/psu-tier-list/

390 w stock 265w psu is MT.  agree w chino that standard ATX psu is compatible.

RX460 in 390 needs a 280-300w psu.Load Wattage: 276 W
Recommended PSU Wattage: 326 W
