Optiplex 3070 is proprietary and there is no Graphics Card
They use Intel® Integrated Graphics.
If you have a mini tower you could add a GT1030 GPU.

According to the Optiplex 3070 Spec Sheet:
AMD Radeon™ R5 430, 2GB; AMD Radeon™ RX 550, 4GB; NVIDIA GeForce® GT 730, 2GB
GT 1030 is still an option.
Built in you have Integrated UHD Graphics 610/630.

Mini Tower has the most options.
Micro has ZERO options.
Desktop can use 40W GT1030 Low Profile cards.

AMD Radeon™ R5 430, 2GB
AMD Radeon™ RX 550, 4GB

This depends on the form factor of the computer
If you have the BIG tower then you can use a GTX1050 ti.
If you have the slim tower then you can only use a GT 1030
If you have the TINY computer then you can't use a graphics card as there are no PCI-E slots

Simple, Google it. - "forza horizon 4 system requirements"
I didn't see elpro999dell's reply when replying. Good to see you back @elpro999dell.

Yes, it looks like it could work because the minimum requirements say at least a gt 740 GPU which is older than a gt1030.

Due to the numerous CPU options, there's something I'd like to do. Pick the CPU you want (up to you, but hopefully not Celeron or Pentium dual core). Then, of the options given above, can pick the best GPU to go with your CPU for the least amount of bottleneck.
And yes, mini tower is the best option.

Hi @No need to know my name ,
No. GPU's in micros are 100% integrated. Even if it were possible, micros are way too small for GPU cards and most PSU's for micros are too weak for GPU cards.
