I have multiple refurbished Optiplex PCs 7050, 7060, and 7070 and I cannot get any of them to boot. I plug in the power, immediately the fans start going and continues for a while, stops, then starts going again. The monitor is not accessed and goes to sleep. I've tried different memory. All these computers have successfully booted multiple times. I take out the coin battery, place the blue jumper on the jumper next to it. When everything is back in place I plug in the computer, the fans goes for a while, stops, then starts again. It never accesses the monitor or attempts to access the hard drive.
When I take out all the memory I get the no-memory beeps.
The motherboard has specific instructions on which jumper pins to use to clear CMOs. Try a brand new coin battery. If you had not successfully made pc post but the pc used to post for previous owner, no promise that the pc is still working when it comes to your ownership.
