Cpu bottleneck

That's a pretty weak CPU for any sort of gaming -- especially if the system doesn't have a decent GPU card.

The game is processor-bound and the system really not suited to gaming at any level.

benchmark shows cpu bottlenecks gpu (-10%)

you can consider upgrade cpu to i7 or i5 (example i7-9700, i5-9400)

both cpu show no bottleneck w gpu (0%)

your i3-9100 is not good match with gpu.

i5-9400 is a good match

i7-9700 too if not too costly.

3070 can only support 9th or 8th gen cpu

you can get a i5-8600 less pricy affordable still better than i3-9100.

you cannot run i3-12th gen in 3070.  cpu socket, chipset, motherboard all non compatible

You'll need a CPU upgrade -- the one you have can't run RAM any faster than what you see, and the CPU controls the memory speed.

depends on game and play settings 

@ejn63​ when I bought my pc ram speed was 2666mhz and when I installed new ram the speed is 2133mts how can I increase my ram speed to 2666mts
