CPU fan juddering and no boot
Hello everyone!
I got an OptiPlex 380 system unit some weeks ago. These are its main features:
- HDD - 250GB
- RAM - 2GB
- Intel Core 2 Duo
The problem I'm having now is that, when I bought the system unit, it was tested at the shop and it worked perfectly fine. But when I got home and tried turning it on some weeks later I realized the CPU fan isn't stably working. By that I mean the speed of the fan goes high, then low, then high again, and the loop continues infinitely.
When this occurs, the monitor doesn't turn on with any sign of a loading operating system; it just keeps showing "NO SIGNAL" on-and-off.
Any assistance, please?

That system is around 10 years old and very possibly a bad CPU fan. Restart the system and at the Dell splash screen start tapping F12. Run system diagnostics paying attention to the CPU fan results. Of course it is just as easy to replace the fan, assuming that the fan is the problem. Are you hearing any beeps or see any blinking lights? Also is it possible to return to the shop and have the system tested? Have you tried plugging it in at another location just in case the outlet your are using has a voltage problem?

1 change CMOS DL2032 battery.
2 check power supply
3. The fan may be using non standard wiring.
Oiling the fan bearing may help temporarily but ultimately it would need replacement if tis groaning and making noize.
Bad Capacitors may also be an issue with a model this old.
A new working unit can be obtained for the cost of a power supply and or cpu fan with installation. This unit is ancient and not worth fixing.

A new unit with WINDOWS 10 PRO can be had for the cost of windows alone. This unit is more than 500 percent faster than the 380 in all aspects.

Take it back to the shop for a refund or an exchange for a newer model - this is an ancient system that even when working properly, really will not function well for computing tasks in 2019, and they should not be reselling them to customers such as yourself.
If you are buying any Optiplex used or refurb system, make sure that it at least has 4 digits, like Optiplex 7010 or 9020 - those are newer models.
