When you start it up, look to see if the fans are spinning.

Try running the dell diagnostics ... before windows boots. May have to hit a key (maybe f12) before windows starts to load. It will test most things, like fans, memory, cpu, etc.

Also, you can look in the bios and see if any events are recorded. Maybe a clue there.

If you have the case open, check the battery and replace if less than 3 volts. If you leave the battery out for about 10 min, it will also rest the bios, so afterwards, go back in the bios and check all the settings.

overheating, tops list (as others stated)

but gee , power it on and just  go to F2 screens, does it fail then, gee even no HDD connected at all does BIOS fail. that is SELF SHUT DOWN.

does it shut down with no USB devices, i bet you did that already,

here is the list, why. (no order only fate wins)

  1. overheating, CPU or GPU, or PSU,  (all 3 can or do have heat sensors) for sure CPU. fans dead..
  2. BAD PSU,  say some caps leak or short and it self shuts down,
  3. All parts of the PC inside, even USB can short. The PCs VRMs will shut any PC down for any short on any device in the PC, (all) to stop that FIRE thing from happening, (and by laws.,NEC,etc)

strip down 101:

Something is overheating.  Shutting down is the result.
