I take it you have an SSD?  The Dell logo not showing up upon booting is becoming quite normal with today's fast and faster SSD's.  It's not hurting anything.

Most important to say what model Optiplex and OS. You do not need to see the Dell logo to get to any pre boot utilities. It might go by too fast to see. Just start tapping F12 immediately when you turn on the computer without waiting for any screen. The boot menu will let you boot to a diff drive so you don't need to get to bios.

Tapping F2 also works for the bios.

That is fast, and fast for an HDD.  Your 5040 must be pretty nice.

@SHOTGUN-3

You may want to start a new thread in the Inspiron forum, as this one is for Optiplex's.  It needs to be said what model # your Inspiron is.  I'll still give an answer here with some ideas.

Does another boot drive work in the Inspiron?

If that Inspiron is 5+ years old, replace the size 2032 CMOS battery.

If still no luck:  Does it at least let you access F2 BIOS?  If not, do a BIOS reset.  Use jumper method if your MB has it.  If your system is newer, you may only have to push and hold the power button for 30 seconds.

I'm going to take it the Inspiron in regards has UEFI BIOS.  Is it set to Windows Boot Manager for Boot Sequence?  That can also be checked in F12 Boot and Diagnostics menu.  Might not hurt to run Diagnostics and see what it says.

Make sure BIOS is set to UEFI and not Legacy (if it has the Legacy option).  AHCI and not RAID.  Secure Boot on.  Reload Win10.  When the Window pops up asking what partition to load Win10, delete all previous partitions.  From my experience, there might be 1 or 2 partitions, like System for one, that don't delete because the system needs those.  Then click on Install, and the necessary partitions will be created and install continues.

I'd also like to suggest using an SSD.  Just about everything goes faster with it, like boot times, Windows Updates, restarts, program loads, and etc.  Win10 restarts are painfully slow on an HDD for some reason.

@bradthetechnut i tried everything but screen is still black i tried entering BIOS by pressing function keys- F12, F2 nothing happened. I remember one thing i did maybe after that this problem came - I did was- i copied "dell drivers" and "intel"from C- partition and pasted on F partition of HDD and then shutted down the desktop and the next morning when i turned on my desktop showing nothing nor the dell logo nor any function key responding just black , i can hear fan running and also starting sound of HDD but nothing on screen showing up . what if - i take hdd out and delete the files i copied to F partition will it work? are those "dell driver" and "intel" files preventing my desktop to not boot up . My model is "dell inspiron 20 model 3048".

Drivers may be like programs - can't just copy & paste and have them work.  For example, one can't just copy Win10 system files, hit a .exe file/application, and have it work.

You can certainly try deleting the drivers pasted to the F partition.  I don't know for sure if that will work or not, as this is the first I heard of it, but I think it's worth a try.

Win10 automatically downloads most of the drivers you need.

Disconnect the HDD and turn on the Inspiron.  It should say "No boot device found."  If it doesn't, MB may have somehow bricked or BIOS is corrupted.  It is concerning you're not even getting the Dell logo.  Hopefully the monitor didn't find a convenient time to go out.

Did you repeatedly press F2 or F12 immediately upon powering on?

One troubleshooting step can be reseating the RAM until fault reappears.  But let's see if we can get you to BIOS first.  If you had no RAM in it and turned it on, it should give an error message.

What method did you use to load Win10?  By any chance did you download Win10 to a flash drive from the Microsoft site?  Not that it's the only way, but it is commonly recommended.
