Dell specifies 35W CPUs for the 3020M. This forum thread has more information as does this spec sheet. The list of CPU that are compatible does not include the 4170.

it can be done and has been done by 1 user

but like JO said since cpu is 54W higher than typically spec'd 35w cpu and may cause cpu fan to be on high settings more often than you like to hear
the micro has a weak cooler.
