Dell OptiPlex 3010: Not Booting (solid Orange lights 1,2,3)

Hello There,

Can anyone help with the above issue.  This happened after a Windows 10 update.

We have tried stripping it back to only motherboard, RAM and CPU, but still happens.

I suspect motherboard has gone; it would be nice to have a second opinion.

If it is 1,2,3 with an amber power light then that would indicate a bad CMOS battery. If it is with a blue power light then possibly the system is trying to boot from the wrong drive such as a floppy drive or optical drive. If you can access the BIOS make sure that Windows Boot Manager is first in the boot menu. If you replace the CMOS battery, leave the old battery out for 15 minutes before installing the new one. The list of diagnostic codes can be found here.

In addition to cmos battery replacement try clear cmos settings via motherboard RTCRSTjumper reset.

Not solid, but blinking orange on the power button. First blinking twice, after 7 times and repeats

@KDizik  @JOcean already linked the diagnostic codes above.  As for your situation, assuming it's an Optiplex 3010 with a good battery:
