Dell OptiPlex 3080MT
I cloned windows 11 to SSD to replace the HDD but it did not boot up despite the clone was successful, why is that and what solution to solve this?
I noted that the portion on the HDD is GPT and on the SSD is MBR?
Can I use the SSD as another booting device and how?
On cloning to the SSD is it better to connect to USB or can be connected internally then cloned?

Sounds like a "bad clone-job". Not all those programs are good.
Cloning or Imaging:
Don't clone.
Use Macrium Reflect 8 and Image to a file on external USB-HDD instead (with Verify after creation enabled).
- You can Image the whole machine, or just certain drives (like the first physical disk with C: on it).
With only your future C: drive connected ...
Press F12 and one-time-boot the Macrium Rescue USB-Flash
Use the file you created to restore the whole new drive (all partitions).
- This is sometimes called a "bare-metal restore".
Cloning or Imaging doesn't always work, so you clean-install instead.

I want to clone the HDD C: drive including the installed software for Dell support Assistant to NVMe drive already installed in the PC, how can I achieve this? and make PC bootable from the NVMe drive.

Yes, I understand what you are are trying to do. I already answered you above.
See this other post I wrote for reasons why (what you perceive as the) easy-way isn't always the best-way ... or even a viable way. You already tried "the easy-way clone" and it didn't work to your liking.

@Tesla1856 Is this cloning different with the new BIOS UEFI system win 11 PC? I jus tried cloning the HDD in my Dell 3080Mt to external SSHD USB the cloning completed successfully and the SSHD was listed as bootable drive after pressing F12 but it did not boot up to windows when selected and stop error happens, does that mean cloned SSHD cannot boot up from USB?
PC still boot ok from the HDD?

1. Don't clone, Image instead.
2. Problem is likely with Windows Boot Manager (see #1)
3. Windows DOES NOT like seeing or really allow two identical OS drives to be installed concurrently (see #1)
Maybe re-read my first post ... slower ?
EDIT: Yes, UEFI and SecureBoot has certain restrictions.

@Tesla1856 Hi, thanks for the response, is imaging different or same as clone?
I SK Hynix cloner which is based on Macrium 8, but issue not resolved, the created external USB drive cannot fully boot to windows and stop error occurs.
If that is caused by windows boot manager is there way to fix this?

2. Possibly. But since you need to image/restore anyway ... just do that properly and it won't be an issue in the first place.

If you're trying to run Windows from an external boot drive, good luck. Windows doesn't like running from an external drive and being plugged into just any PC. I tried it with an SSD. I was under the impression from your other thread the USB was simply loaded with Win11 to load onto a boot drive.
I also thought you just reloaded your HDD, in which you could wipe the NVME and load it with Win11. In this case, it's still better to load NVME from flash drive made from Microsoft site. This has gotten more complicated than what it needs to be.
Or is this a whole another HDD or 3080?
