Sahad_0,
You would need a 450 watt power supply to run this card. Doubtful this card will work in your OptiPlex.

Newer AMD cards are notorious for not working on old (non-UEFI) systems.
Get one with a dip-switch that allows for Legacy-BIOS/UEFI or ... just go with a Nvidia GTX-10xx card.

hey tesla1856
the only reason why i don't want to use nvidia cards because they are so expensive... the price is double...

1. see this -
https://www.dell.com/community/XPS-Desktops/Dell-XPS-8300-graphics-card-upgrade/m-p/6066228#M11841
It's easy to find instances where newer AMD-cards failed to boot in older (non-UEFI systems) ... especially in Alienware area. But who-knows ... maybe they went-back and fix-it ... let us know how it turns out.
2. In the BIOS, there is an option to Enable/Disable UEFI. Google says it's circa 2012.
