Dell optiplex 7010 i7

When I power my pc on it runs all fan but amber light is on and nothing on the screen

Blinking amber means bad PSU and solid amber means bad MB (motherboard).

There's a few troubleshooting steps to try before ruling out that it's the MB.  Remember to unplug PC from power anytime working on the inside of it.

Replace the size 2032 CMOS battery with a new one.  They last around 5 yrs. and the 7010 is a little older than that.  A low battery can cause all sorts of bizarre problems.  Cheap fix even if it doesn't work.

Unplug all peripherals - Keyboard, mouse, GPU card of you have one.  Does the PC power up?  Plug peripherals back in one at time until fault reoccurs.

Make sure all connections to the MB are tight.  Look for any faulty wiring, like exposed wires.

If PC still isn't working - reseat RAM chips one at a time, powering up in between, to see if the fault reoccurs.

Still no go?  One can try reseating the CPU.
