Dell Optiplex 990

I recently bought a dell optiplex 990 minitower off of eBay and put in a new power supply, hard drive, solid state drive, graphics card and ram. And it was booting to windows 7 just fine (the hard drive already had windows 7 on it) and then it crashed, so I turned it back on and it crashed again. But now, the power button is flashing orange and I can’t turn the PC back on.

Good idea. Do you think it could have been caused by bottleneck?

Harder to say without knowing what PSU and GPU you have in it, but PSU may have been underpowered for GPU.  Blinking orange power light means bad PSU.  One thing to still try is remove GPU and see of it'll still start.
