DELL OPTIPLEX cannot control mouse and keyboard although OS is working

Question

My DELL Optiplex 3070 computer can access windows OS but cannot control mouse and keyboard. Cannot press any keys while startup processing so cannot access BIOS or safe mode. I have tried all USB ports (computer does not have PS2 port). Please help me!

You can clearly type a reply to re-iterate that your keyboard and mouse are not working.

Because there is little to no information coming from you, I feel that maybe someone else will be able to help with your unknown Dell machine.

And you either cannot or will not buy an adapter, or USB keyboard which would seem the simplest option.

You may be able to query the internet for a HeadLess install, from another device over a local network,

EG: ssh in to the device from a mobile phone, Raspberry Pi, laptop or tablet device.

but that can be complicated.
