Dell optiplex micro 7090 dGPU seems dead
I just got this, i plugged it in and it said "Service Tag not installed".
I hit F2 to go into bios and the machine shut down and no lights come on
i cannot get it to post
No Events found!

Best bet is to return or exchange it. Always be sure to get something for a warranty. Service tags can't be made up except for by Dell.
