when power button is amber I usually suggest replace cmos battery and clear cmos settings by reset motherboard cmos jumper. Brad is correct that it is either failed psu or bad MB which could be due to corrupted cmos.
Am having some issues of my Dell XPS Tower desktop CPU, on the power point but failed to light up. Yellow blinking light turn on and fan too at same time... any advice and cost to repair... thanks.
Tap/click on "Optiplex Desktops" at the top of this thread. It'll then change to "Desktops." Tap/click on that and you'll see a list of desktops, including XPS.

I solved this issue. One of the cpu pins damaged. I fix it then the computer work.

Blinking amber can mean bad PSU.
Solid amber can mean bad MB.
