Fn Lock Optiplex 3070

I am having a similar problem with my brand new 7000 and the wireless keyboard that came with it. CTRL F4 and ALT F4 won't work unless I also hit Fn. So I would be interested in something that flips the situation - the same as if the Fn key were being held down each time I hit an F key.
Have you had any luck?
