Freezing when I start the PC?
I have a dell optiplex 790, I install a new window, and when windows are rebooting, its freeze and no any action proceeded.

first make sure pc still POST. by that it means if you remove hdd, it is able to pass through Dell logo screen and press F2 let you enter bios.
if it can post (or if it can not), community usually recommend replace cmos battery w a brand new one and clear cmos settings. then you can proceed to do a clean install of Windows on the hard drive assuming the hdd is still healthy.
