Neither one will work. Too high wattage and double-slot cards won't fit. Plus they need extra 1x6-pin connection.
Suitable cards for the 9020 SFF:
30w GT 1030 GDDR5
30w-47w Quadro's P400, 600, & 1000
50w RX 6400
With a 315w PSU from the XE2 SFF, then you can use 75w cards like the GTX 1050, GTX 1050 ti, and GTX 1650.
If you still need to go higher than that, then I suggest a full-size tower whereas it's much easier to upgrade to higher-watt ATX PSU's. XE2 MT came with 365w PSU.
As for the cards you inquired about, they need around 400w-450w PSU.
