GTX 1070 GPU and Optiplex 990 mini tower
Will GTX 1070 8GB Graphics Card work with my Dell Optiplex 990 Mini Tower ?

No it won't even fit in the case--requires double slots and 10.5 inches. It also requires a bigger power supply. See all the specs here-

The integrated graphics in the 990 work fine for an 8 yr old business computer. If you want a gaming computer get a high end Inspiron or XPS.

Not enough power AND card may be too long to physically fit into the case.
GT 1030 works fine.

there is not just one card, there are 10+ makers and vast cards sold just on SIZE.
measure your SPace first, ok>? using a RULE, then find a card that fits, above, is this hard, no... not for size.
has to fit the MT case, I see 10.5 inches long stated above, same as my 3020 has MT.
Then the new card needs. 150 watts just FOR IT. ok, if you don't have those extra watts ,find some (new PSU.
what PSU do you have now, 265w 400 700 what? many folks upgrade this PSU, Many take careful picks.
for amps on all rails not just 1, NO IDEA ME WHAT PSU YOU HAVE, but you can see it can be longer below.
I snapped a yellow line below see it, that is your distance and wide is no problem.(most times)
I put huge 2 wide card in my 790 and hits the SATA cables, but with 90degree end cables it fits.
but if you look at my link above, wow vast choices, no need to ever think 1070 means one card, the are NOT.

You need to remove the HDD cage! I have a 790 MT and it ran an Asus Turbo 1070 just fine with an upgraded psu.
