It can work but you would require an ugly power supply upgrade.
Even on the MT version the power supply is a stick shaped unit.
SFF will require X16 riser cable and cover off.

MICRO has no slots so that doesnt work with ANY card.

It does work just fine but you can only fit the card in the PCI-E x4 slot. Also the 1050, 1050ti too. I would recommend you take out the SATA power cluster that sits underneath the very back of the card first and wrap a little insulation tape around the power wires going into the black socket. The back of the card's chipboard sits some weight onto the yellow wire, so it protects from rubbing or any vibration contact.

I take it in asking about the LP version you have the SFF? The 7070 SFF can't power 75w cards. Optiplex 7070 Spec Sheet has a list of compatible GPU's.

Firstly that link goes straight to a German verboten page. Secondly everyone must talk in 'low profile' cards here for a start. No, SFF cannot take full GPU's but they can take certain low profile ones, namely Nvidia 1050 & 1650. They fit into the PCI-E x4 (Put some insulation tape to protect the SATA power bundle where the back of the card sits (SFF 7070)
I feel it's about time Dell/Intel stopped fobbing people off with frankly disgraceful internal graphics cards. I had the 9020 SFF with only Intel HD 4600 internal graphics. It was listed to support 4K @ 60hz but quite simply that was a lie and both Dell and Intel gave me the run around on that. I decided to upgrade anyway to a 7070 SFF, thinking that a 2019 Intel UHD 630 internal graphics system would surely be more than enough. No, again, awful. So I have also been through GPU's. The MSI/NVIDIA/GeForce 1050 is good enough, 1050ti even better by about 30%. The 1650 is a whole 50% beyond the 1050 (of course only talking low profile cards) It depends on your budget. At the time of writing this May 2021 you're looking at £100 -1050 £200 -1050ti £300 - 1650
I really wish I didn't have to write this in a Dell forum, but it's not just about your wallet. My 7070 powers a media suite, in the way a Smart TV was meant to, but simply doesn't. I can work on it, watch TV and game. It's the ultimate man toy, controlled from an armchair with a wireless keyboard and floating mouse.
I'll stop buying after market GPUs the minute the internal systems are good enough for the world we live in. The minute you think you're Mercedes and charge extra for every component as (optional) you are in the weeds. I mean come on Dell, DVD+/-RW optional extra on the 7070.... oh dear. The UK has a woeful digital radio service and most people have older cars with no USB's in them. As usual cater to the rich, lose the biggest market.

Hi @SteveMack ,
Sorry about the link no longer working. I couldn't find a new one to take its place. Here's a screengrab from the 7070 spec sheet:
