My OptiPlex-9020 had an Intel i7-4770, which means it had an Intel HD-4600 IGP. There is no problem running Windows-10/64bit on that config.

I suggest you use the HD-4600 driver that Microsoft tosses you from Windows Update (after PnP auto-detection).

The INTEL Video driver will not be installed via the media.  It will be installed after you get online and run security updates etc.   If you install 7zip you can extract all the drivers from the cab file.  Once extracted you place the folder into the Documents Folder.  When you have a device that needs a driver you select find the driver on my computer and it will auto install.
