According to diagnostic LEDs indicates a possible system board failure has occurred. Remove all adapter cards from PCIe slot and adding them back one by one until you find the faulty card. See below.
For a system with many years in age, replace a new coin cell battery as an essential maintenance. Clear CMOS with jumper and adjust BIOS settings to match with hardware setup.
