If keyboard is not functioning as it should, check for driver for it? It looks like it's not from the U.S. Windows also has special characters in Character Map in the Start Menu. I have a shortcut on my desktop. Image below:

My Dell computer: Optiflex 7040 Windows 10 / 64 bits
I live in Qc, canada and my usual langage is french canadian... so this KB is a standard multilangage canadian (working either french or english...)... I think the caracter map is helpfull but on the other side why this < > key is not working...?
Thank for the full pix. I 'd guessed that it was French Canadian keyboard because of É key but awaiting for confirmation of missing key AltGr. So, to type with 3-character key is: alone, shift, AltGr

AltGr + key = }
If key doesn't appear with correct character, you can reset keyboard to default via Control Panel and Settings.
If you could not reset or change your keyboard layout you may have to add a new keyboard.
Adding an input language lets you set a language-preference order for websites and apps, as well as change your keyboard language.
Select the Start button, then select Settings > Time & Language > Language.
Under Preferred languages, select the language that contains the keyboard you want, and then select Options.
Select Add a keyboard and choose the keyboard you want to add. If you don't see the keyboard you want, you may have to add a new language to get additional options. If this is the case, go on to step 4.
Return to the Language settings page, and select Add a language.
Choose the language you want to use from the list (french canada), and then select Next.
Review any language features you want to set up or install, and select Install.
Windows is set to French (Canada) and the KB set to French (Canada)...
I' ve tried French(Belgium) French (Switzerland) French (Luxembourg) neither give the < or > with combination of SHIFT + the key > < ... looks like this key is not programmed to do what it is for...
Sorry, I am now using ALT +60 or 62 to get it... F...n KB

Problem is the keyboard comes set as Français Canada (hérité), and that's the one you don't want. Thank you Chino de Oro because you pointed me in the right direction. It's the "Options" selection that is difficult to see since you have to click on the language (Français Canada) and then you can access the place where you can chose clavier [keyboard] > Français Canada QWERTY AND NOT Français Canada (hérité) QWERTY. To make sure to never go back to the latter, I deleted it. So do not accept the « héritage » [legacy].

Hi Chino...
I confirm this is a French Canadian keyboard ... tryed multipe ways with AltGr Alt or shift... and never able to get the > or <...
Unable to reste default... have not this option (default)...

That's a very good reply by @Chino de Oro . I was ready to ask what language Windows is set to.
If that all doesn't work, may need to try a different keyboard.
