Micro Tower Thermal Design (10th vs 11th Gen)

Hi,

as someone who often faced thermal issues on especially Precisions lately, and experienced questionable temps on some Optiplex Micros (well i7s)in past in high load scenarios, i am interested in some comparison and experience of Intels 10th and 11th Gen CPUs within Optiplex 3080/90, 5080/90 or 7080/90s.
Reason is why I am asking is that from 11th gen of Intel CPUs, the base clock is drastically lowered, here some example specs:

base clock rate
i5-10500T - 2,40 GHz
i5-11500T - 1,50 GHz

Even the turbo boost clock rate and high load temperatures are the one which bother most, i ask myself how its dealing with like a 10-30% load since that is more common in most of the work time. Does it stay more cool in general?

We all know that chips are slowly being released and sold since resources getting rare, but i ask myself if its worth to spend extra money AND time to invest in 11th gen if 10th would fit the job still. Hardware health and reliability is something which i definitely prefer here.
As additional features, PCIe4 from 11th gen isnt something which i would need, even the better integrated iGPU is may something which could be a factor while purchase.
